I wanted a big mall for my Neighbourhood .... and I'm very happy with this one. I know the mall is not perfect and better ones will follow but this mall is good enough to share it with you.
There are some empty rooms which you can use for a clothes shop, hairdresser etc. I only have the base-game so i was just able to use the rooms as

- libary, sports-center , gallery and a garden center
- restaurant and a bar.

the Garden Center includes all base-game-plants

Hm...sorry can't help you because you need only the base game, no Ep & no downloads.
